Architects familiar with DL 10/2024, the 11 concelhos' PDM variations, ARU incentive zones, and pre-1951 property licensing. For buyers planning renovation, remodel, or ground-up builds.
Madeira's 11 concelhos each have their own PDM (master plan) and their own interpretation of national building regulations. ARU zones layer IMT, IMI, and 6% VAT incentives on top, and pre-1951 stock operates under a parallel licensing track. An architect who knows this terrain is the difference between a 14-month project and a 30-month one.
Fee models vary. Mid-size renovations typically price at 8–12% of construction cost, split between concept, licensing, and site supervision. Ground-up builds can run higher on the concept-licensing phase. Construction-labour supply is currently tight across Madeira - verify realistic start dates before committing.

- Do you handle the technical coordination (engineering, MEP, thermal) or is that separate?
- What is the current construction-labour market like in the concelho - realistic start dates?
